Make the marinade by mixing together the sugar, salt, soy sauce and cornflour slurry. Mix in the pork chops, let marinate for 20 minutes.
In a small bowl, mix together the water, chicken stock granules, oyster sauce and black soy sauce to make the sauce. Set aside.
Heat a large frying pan with 1 tablespoon oil over high heat. Pan-fry the pork chops until brown on both sides, 3-5 minutes. Reduce the heat to medium and cook until the pork chops are done, 3-5 minutes more. Set aside.
Heat the same frying pan with 1 tablespoon oil over high heat. Stir-fry the garlic and black pepper until fragrant, about 3-4 minutes. Add the onions with 1 teaspoon salt and fry until soft, about 3-4 minutes. Stir in the green pepper and sauce, heat through, 1-2 minutes. Add the cornflour slurry and stir until the sauce is thickened. Turn off the heat and add the honey and pork chops, mix well and serve.
Black soy sauce can be purchased in Chinese/Oriental speciality stores.
