Heat the butter or oil in a frying pan over medium heat. Saute onion until tender, but do not brown. Add chilli powder, reduce heat to low and simmer for 3 minutes. Stir in cream and cook without stirring. The sauce should be quite thin, but do NOT boil.
Stir in grated cheese until melted. Season to taste. Transfer to serving bowl. Add a dash of chilli powder and serve with warm tortilla chips.
