3 tablespoons plain flour
3 tablespoons dark brown soft sugar
1/4 teaspoon ground cinnamon
225g plain flour
5 tablespoons caster sugar
2 teaspoons baking powder
1/4 teaspoon salt
85g instant oats with golden syrup
1 egg, beaten
4 tablespoons vegetable oil

Preheat oven to 200 C / Gas 6. Grease a 12-hole muffin tin.
Combine 3 tablespoons flour, dark brown soft sugar and cinnamon in a small bowl. Use two knives to cut in the butter until the mixture resembles coarse crumbs. Reserve.
Combine 225g flour, caster sugar, baking powder, salt and the instant oats in a large bowl. Make a well in the centre of the flour mixture; pour in the egg, milk and oil. Stir just until moistened. Spoon batter into prepared muffin tin, filling each 2/3 full. Evenly sprinkle streusel topping over muffins.
Bake in preheated oven until skewer inserted in centre of muffin comes out clean, about 15 minutes. Cool on wire rack for 5 minutes before serving.
