Heat about 200ml of the milk in a heavy saucepan over low heat. Stir in the chocolate pieces, and cook, stirring occasionally, until the chocolate is melted, about 5 minutes. Whisk in the rest of the milk, and cook until steaming but not boiling, about 5 minutes.
Beat the whipping cream until stiff. Pour the hot chocolate into mugs and add a spoonful of whipped cream on top of each cup.
