Preheat the oven to 190 C / Gas 5. Grease a muffin tin or line with paper cases. Combine the coconut, sugar and melted butter for the topping, and set aside.
Chop the oranges into small pieces and add these as well as any juice chopping creates to a mixing bowl. Add the sugar, oil, eggs, reserved juice from the tin and bakery emulsion or orange extract. Mix well.
Combine the flour, baking powder, bicarb and salt. Stir into the orange mixture until just moistened. Fold in the chips. Spoon mixture into prepared tin, filling cups 2/3 full. Sprinkle topping over top of each muffin.
Bake for 15 to 20 minutes or until golden. Cool on wire racks.
