Melt the butter in a saucepan over medium heat. Add sugar, syrup and milk. Stir over high heat until thick and dark in colour, 5 to 7 minutes.
Remove from heat and add water a little at a time. Return to heat, simmer and stir until smooth, 2 to 3 minutes. Allow to cool before serving; if a thinner sauce is desired, add 2 tablespoons milk or water.
