Preheat the oven to 180 C / Gas 4. Line a baking tray with baking parchment.
Rub together the flour and butter till you have pea-sized crumbs. Mix in the sugar.
In a separate bowl, whisk together the egg, vanilla extract and golden syrup. Tip this into the flour mixture and stir to form a crumbly dough.
Roll out the dough on a floured surface to about 5mm thick. Using biscuit cutters, cut out desired shapes and place on baking tray.
In the centre of each biscuit, cut out a smaller shape in the centre, removing the piece of dough. Place a hard boiled sweet in the centre. If desired, use a skewer to poke a hole at the top of the biscuit to run ribbon through it later.
Bake in the oven until the sweets have melted and the biscuits are lightly golden, about 15 to 20 minutes. Cool completely on the tray, ensuring the sweets have hardened. Once cool, remove from the tray and thread your ribbon through the hole at the top, if using.
