Mix flour, baking powder and salt in a mixing bowl. Rub in the lard with your fingers until the flour resembles breadcrumbs.
Add the water to the mixture and combine until the dough comes together. Add more water, 1 teaspoon at a time, if mixture is too dry.
Place on a lightly floured surface and knead a few minutes until smooth and elastic. Divide the dough into 16 equal pieces and roll each piece into a ball.
Preheat a large pan over medium-high heat. Use a floured rolling pin to roll a dough ball into a thin, round tortilla.
Place the tortilla into the hot pan, and cook until bubbly and golden; flip and continue cooking until golden on the other side. Place the cooked tortilla on a cooling rack and repeat with the remaining dough.
