Put 1 tablespoon of the olive oil on the bottom of a shallow roasting dish and place the cod steaks on top. Then add olives, anchovies, and tomatoes. Cut the shallots the same size as the olives and place them in. Drizzle over the remaining tablespoon of olive oil.
Bake in the preheated oven for 20 to 30 minutes or until the fish flakes easily with a fork. The exact cooking time will depend on the thickness of the cod steaks. Remove from the oven and serve on warmed plates.
