Warm a little oil in a frying pan over a medium heat. Add the mince and brown together with the onions, peppers and mushrooms and the garlic powder, pepper and Caribbean powder.
Slice potatoes with or without the skin into scallop shapes and par-boil in boiling salted water.
Add the soya and Worcester sauce to the mince mix, along with the chilli con carne powder (if using) and when potatoes are boiling add 2 ladles of starchy water to the mince and turn off potatoes and drain, leaving the mince to simmer for 10 minutes.
Transfer the mince to an ovenproof dish and layer potatoes all over the top.
Bake in the preheated oven for 1 hour until the potatoes are golden brown and the filling is bubbling. Serve with carrots, green beans and gravy to make a meal.
If your not serving with gravy you could top with grated cheese and breadcrumbs.
