For the cake:
Pre-heat the oven to 180 C / Gas 4. Grease and line one 23cm (9 in) round cake tin.
Combine sugar, flour, cocoa, baking powder, bicarb and salt in a bowl. Once combined, beat in egg, milk, oil and vanilla. Beat for 2 minutes. Stir in the boiling water to make a thin cake mixture and pour it into the prepared tin.
Bake for 30 to 35 minutes, or until a skewer inserted into the centre of the cake comes out clean. Cool on a wire rack.
For the icing:
Beat the cream cheese with the butter until light and fluffy. Add the sugar gradually and then the vanilla, beating until thoroughly combined. If liked, add a couple of drops of food colouring and mix well.
Once cool, cut the cake in half to make two half moons. Spread the top of one half with 1/4 to 1/3 of the icing and sandwich both halves together. Cover the cake in the remaining icing. Decorate with sprinkles or any other decoration, if desired.
