Add the sugar, chillies, pepper, garlic, ginger, salt, chilli flakes and tomato ketchup to a saucepan. Stir all the ingredients together then add the vinegar and water and simmer on a medium heat for 10 to 15 minutes, stirring occasionally.
Add the cornflour and water mixture to make the sauce thicker. To get the consistency you desire use a little more cornflour if needed by adding a half a teaspoon at a time.
