Place the potatoes in a large pot, and cover with water. Bring to the boil, and cook for about 10 minutes, or until easily pierced with a fork.
Drain the potatoes, and add the garlic and butter. Mash until the butter is melted. Mix in the cream or milk along with the salt and pepper. Mash until smooth and creamy, using an electric mixer if preferred.
