In a large saucepan or casserole, heat the coconut milk and curry paste over medium heat. Stir to dissolve the paste. Simmer for 5 minutes, but don't let boil.
Add the beef, along with water to cover. Add the cardamom, bay leaves, cinnamon, sugar, salt and tamarind paste (if using). Simmer, covered, for 30 minutes or until beef is tender.
Add the potato pieces, then bring back to a simmer and cook for 20 to 30 minutes more, uncovered. The liquid should reduce a bit, but if you find it has reduced too much, you can add a little more water.
