Grate the zest of the orange into a salad bowl. Then peel and segment the orange, squeezing as much of the juice into the bowl as you work. Slice the segments if they are too large. Add the grated carrot.
In a small bowl or jug, combine oil, mustard, chives, salt and pepper; mix well. Pour over carrots and orange, toss and chill before serving.
