Peel potatoes and cook in a saucepan with lightly salted water, until soft. Drain and mash with a little milk.
Combine and blend the fresh salmon with smoked salmon in a food processor.
Mix in onion, dill, lemon juice, egg yolk and seasoning. Add mashed potatoes to thicken mixture sufficiently to roll into balls. Roll mixture into balls with lightly moistened hands. Roll in flour and flatten into burger shapes.
Heat oil in large frying pan, add burgers and cook on medium heat, turning to ensure they brown on both sides, until fish is just cooked through.
