Sprinkle flour over beef before browning with salt and pepper in a bit of oil or butter. Once nearly browned, add onions and garlic. Fry till soft.
Add plum tomatoes to the beef mixture. Make up the beef stock with the 3 cubes and 2 pints boiling water; add to the mixture along with the bay leaf, paprika, cayenne and more salt and pepper to taste. Bring to boil and let simmer for 2 hours, stirring occasionally.
Add potatoes cut into chunks and simmer for another 45 minutes.
Add carrots and green pepper cook for another 20 minutes or till veg is soft. Add more stock if needed. Get the bread ready and enjoy :)
