Peel the garlic and stem the chillies. Smash together to form a paste using a mortar and pestle. Stir in the sugar and lime juice, then add the vinegar, water and fish sauce. Whisk to combine. Add the carrot, then serve.
What a great recipe! I love this sauce, it is now my fave dipping sauce.
I used normal green chillies instead of birdseye chillies and I used lemon instead of lime, but it was still beautiful.
