Preheat the oven to 180 C / Gas 4. Grease 2 baking trays.
In a bowl, cream the butter and brown sugar together until very pale and creamy. Sift the flour and bicarb of soda into the bowl, add the toffee sauce and mix again. fold in the chocolate chips.
Divide the cookie dough into 12 equal portions and roll each one into a small ball. Place the balls of dough onto the baking trays, leaving gaps in between them, then press them down with your fingertips or a fork. Insert a lollipop stick into each cookie ensuring that the top of the stick is completely covered in cookie dough.
Bake until the cookies are just firm, 15 to 20 minutes. Leave the cookies to cool on the baking trays for about 5 minutes, then transfer to a wire rack or plate to cool.
For the toffee glaze, mix together the icing sugar, toffee sauce and warm water until smooth and thick. Add more sugar if runny. Drizzle the glaze over the cookies and decorate them with chunks of fudge or sprinkles, then leave to set.
