This is a favourite amongst us Sri Lankans. We love to eat this roti with some Lunu Miris (a sort of a chilli and onion based chutney) and a dhal or meat curry (or both).
Sift the flour in to a bowl. Add the coconut and salt. Mix well.
Start adding the water to the flour mixture gradually, mixing until it forms a dough. Add the oil, onion and chilli, and knead into the dough.
Take walnut-sized pieces of the dough and roll into little balls, not using any additional flour. Oil your hands if the dough is too sticky.
Heat up a non-stick frying pan on a medium high heat. Dust your hands with some flour, flatten each dough ball in your hand and place in the frying pan. Cook till both sides are browned.
