Heat the oil in a pan over medium-high heat. Season the chicken with garlic powder, salt and pepper; brown in the hot oil.
Mash the peppers in a bowl, mix with the cream and pour over browned chicken. Simmer until chicken is fully cooked, about 10 minutes.
