Add cauliflower florets to boiling water and simmer for about 6 to 8 minutes or until just tender.
In a saucepan melt the butter over medium heat. Whisk in the flour and cook, stirring constantly, for 2 to 3 minutes, until the roux begins to color slightly. Slowly pour in the milk and cook for another 2 or 3 minutes until it thickens slightly, make sure you're stirring it the whole time so not to burn the milk.
Remove the milk from the heat and stir in 3/4 of the grated cheese and add in the nutmeg, salt and pepper.
Drain the cauliflower place in a buttered ovenproof dish. Pour the cheese sauce over the cauliflower and add sprinkle over the remaining grated cheese
Bake in the oven for 15 to 20 minutes or until golden and bubbling.
