Preheat the oven to 200c/400c f/gas mark 6. Lightly grease two baking sheets.
Place the flour and ground rice into a large mixing bowl. Cut the butter into small pieces and rub then into the flour and rice with your fingers until the mixture looks like fine breadcrumbs. Mix in the icing sugar. add 1 tbsp of water and use your hands to form a soft dough. add a little extra water if it seems dry. chill for 20 minutes.
on a work surface with a little flour dusted over it, roll out the dough until it is about 6mm thick. cut out the biscuits using a biscuit cutter. place them on a baking sheets and bake for 8-10 minutes until crisp and golden.
allow the biscuits to cool on a baking sheet for 2-3 minutes, then transfer them to a wire rack to coll completely.
to make the icing. sift the icing sugar into a bowl, add a few drops of food colouring and stir in 1 tbsp of water. add more water, a tsp at a time, until the icing is smooth. spred it over the tops of the biscuits and decorate them with the sprinkles if you wish, then let them set.
